Program Description: This webinar will provide an Introduction to Requests for Qualifications (RFQ) and the statutory requirements for procuring and contracting with professional occupations listed in Texas Government Code Sec. 2254. We will provide a general overview of the planning and scope development, how to establish measurable evaluation criteria based on qualifications and experience, tips for point allocation, consultant interviews, and the negotiation of fees and rates. Biography: Marisol Claudio-Ehalt is the Deputy Associate Commissioner of Complex Procurements at the Texas Health and Human Services Commissions’ Procurement and Contracting Services (PCS) department. Previously, she served as Technical Advisor for PCS’ Complex Procurements Team, Contract Risk Mitigation Officer at the Texas Comptroller of Public Accounts, retired from the City of Austin after 20+ years of public service, and worked 15+ years’ in engineering and construction management. Marisol’s 40-plus years career includes a broad range of experience and expertise in procurement, program management, and construction where she managed many multi-million-dollar procurements, contracts, programs and projects.
Marisol earned a Bachelor of Science in Civil Engineering from the Recinto Universitario de Mayaguez (RUM) in Puerto Rico and pursued a year of graduate studies in civil engineering at Bradley University in Peoria, Illinois. She holds dual Certified Texas Contract Developer (CTCD) and Certified Texas Contract Manager (CTCM) certifications.
Marisol’s many accomplishments and awards, include the City of Austin Innovation Office’s Accelerator Award for her work in electronic contract execution; the national ASU/NAWIC Outstanding Woman in Construction Award for her dedication to education and public service, and excellence in construction management; and she was one of the top 3 finalists for the national Bridgestone/Firestone Race to the Top Award.
